Under current rules, unvaccinated players crossing the border into Canada would be subjected to mandatory testing and would have to isolate for up to 14 days before being able to play. That made travel to Canada for unvaccinated players on American teams essentially pointless as they'd miss any games played anyway.
"The removal of border measures has been facilitated by a number of factors, including modelling that indicates that Canada has largely passed the peak of the Omicron BA.4- and BA.5-fuelled wave, Canada's high vaccination rates, lower hospitalization and death rates, as well as the availability and use of vaccine boosters (including new bivalent formulation), rapid tests, and treatments for COVID-19," said Canada's government in a release.
The NHL had previously said all but four of its players were vaccinated. These new regulations coming in October will also impact the NBA and MLB.
